About this role
UNFPA Myanmar is seeking an International Consultant to lead two primary pillars of work: Strategic Partnerships, Resource Mobilization, and Strategic Advocacy; and Private Sector Engagement (PSE). Operating in a complex and volatile environment, the consultant will maintain and expand a robust Resource Mobilization Strategy while establishing a formalized, risk-informed, and conflict-sensitive Private Sector Engagement framework. The overarching objective is to secure multi-year sustainable funding, position UNFPA strategically within the humanitarian-development ecosystem, and operationalize scalable private sector partnerships.
Responsibilities
- Formulate, update, and operationalize the Country Office Resource Mobilization Strategy, tracking funding pipelines and drafting high-quality donor proposals and concept notes.
- Research and analyze key traditional and emerging donors, develop Donor Intelligence Briefs, and support management in negotiating cost-sharing agreements and MoUs.
- Produce high-impact advocacy assets, strategic policy briefs, and public information materials highlighting UNFPA's comparative advantage in SRHR, GBV, and humanitarian response.
- Position UNFPA strategically within UNCT, HCT, joint programming initiatives, and inter-agency working groups.
- Establish standardized systems and quality assurance protocols for timely, results-based donor reporting in line with RBM standards.
- Design and deliver internal training sessions for Country Office staff on donor intelligence, partnership management, proposal writing, and resource mobilization.
- Finalize a conflict-sensitive, sanction-compliant PSE Strategy incorporating tiered screening protocols and context-specific risk mitigation.
- Directly oversee, track, and evaluate 1–2 low-risk pilot private sector partnerships and refine the strategy for full Country Office adoption.
- Expand partnership mapping across key business sectors (telecom, logistics, MSMEs, impact investors) and establish SOPs for long-term institutional continuity.
Qualifications
- Advanced university degree (Master's degree or equivalent) in Social Sciences, Law, Gender Studies, Human Rights, Business Administration, Economics, or a related field.
- Minimum 2 years of relevant professional experience
