Expert on Inclusive Insurance and Social Protection Mechanisms With experience in Latin America

About this role

ESCWA is seeking a senior international consultant with deep expertise in inclusive insurance and social protection mechanisms, particularly in Latin America, to support the design of nano-insurance schemes suitable for Egypt's informal sector. The consultant will work in collaboration with ESCWA's Social Protection team and the GIZ Hiya MENA project to identify, propose, and present nano-insurance models targeting women and informal workers. The assignment is remote and expected to last approximately 6 weeks.

Responsibilities

• Identify one or more nano-insurance scheme options adapted to the Egyptian context based on review and discussions with ESCWA, GIZ, and relevant stakeholders.
• Provide the actuary with all design-related inputs required for preliminary costing, such as target groups, benefit structures, payment channels, and basic operational assumptions.
• Present proposed preliminary scheme options and findings to Egyptian institutions and collect feedback.
• Support ESCWA and GIZ in facilitating technical discussions with Egyptian stakeholders.
• Support ESCWA in drafting a short action plan outlining next steps for testing and refining nano-insurance options tailored to Egypt's institutional and policy landscape.
• Attend scheduled and ad-hoc meetings with ESCWA, GIZ, and national stakeholders to receive inputs and feedback.
• Prepare a short design proposal presenting one or more nano-insurance models suitable for further exploration in Egypt, including preliminary design parameters.

Qualifications

• Master's degree in Development Studies, Public Policy, Economics, or a related area (Ph.D. desirable)
• Minimum 12 years of relevant professional experience
